Hello neighbours, in April this year I contacted the council and asked them to replace the meadow we lost in 2008 when one of the utilities dug up the land on our side at the Fairwater Llantrisant road roundabout. I’m pleased to say they agreed and here are the pictures of the wonderful display of the meadow flowers on our green space there. I think you will agree they enhance the appearance of the area. Go and take a look before the flowers go over; the colours are fantastic. I for one, look forward to seeing the area develop next year.

Does Danescourt Need A Community Council? PDF Print E-mail

Cardiff Council Community Review

Proposal CR017 – Creation of a new community area of “Danescourt”

Cardiff Council is undertaking a Community Review, as it is required to, it started in March 2013 with completion in early 2014, for proposals to be considered by the Boundary Commission.

Stage 1 invited proposals and resulted in 21 draft proposals being presented for Stage 2 consultation – comments to the Council must be made by 31 October 2013.

Proposal CR017, proposed by Plaid Cymru, is to create a separate community of Danescourt.

Cardiff has 259,312 electors, 32 Communities, 75 councillors giving averages of 8103 electors per community and 3457 electors per councillor.

A Danescourt Community, as proposed by Cardiff Council, would have about 2444 electors, making it one of the smallest communities. This makes it unclear as to what the Council electoral representation would be – if it did not have its own councillor, then it could combine with Llandaff, or Fairwater or Radyr & Morganstown.

This proposal would create a separate community of Danescourt severing it from Llandaff.

The effects of this change are unclear, but are likely to change the electoral representation. There does not appear to be any obvious advantage to this proposal. We already have a Danescourt Community Association, which represents the residents of the Danescourt estate, and welcomes all Danescourt residents to attend the monthly meetings.

The Association has not been involved in the preparation of this proposal.

Dear Councillor Cook

Cardiff Local Development Plan 2006-2026 Deposit Plan: Working Draft

I refer to your letter dated 1st July 2013 drawing attention to the above and I feel obliged to advise you that I do not consider it to be a sound plan.

Your Background Technical Paper 12 on Transportation correctly states in its introduction that it " evidences the need for advanced provision of sustainable transport infrastructure to mitigate the impacts of forecast growth and ensure developments are accessible by sustainable transport " and that "the scale of development which Cardiff has to accommodate in the next two decades presents major transport challenges". Please remember the use of the two words: advanced provision because they are of significant importance.

The Transportation Paper goes on to analyse existing circumstances and to contrast these with a likely future scenario identified at 1.4.3 in which:

  • the demand for travel by car would increase by 41%
  • 10% of new demand would be unable to travel on the highway network due to lack of capacity
  • average journey speeds would decrease and
  • journey times would increase;

and at 1.5.1 it concludes that the modelling undertaken indicates that:

  • all the major development sites will need to be supported by significant new transport infrastructure and improvements to existing transport facilities.

Two major findings at 3.2.1 are that:

  • Cardiff's key corridors are currently operating at or close to capacity and
  • strategic corridors would be significantly congested in the peak periods with an average 41% increase in vehicle travel times for journeys within Cardiff.

The major development sites proposed are correctly listed as sites 46, 72, 82, 102, 106 and112 at 4.1.1 and again the paper observes at 4.1.3 that these major sites "will need to be supported by significant new transport infrastructure and improvements to existing transport facilities."


All of the foregoing is undoubtedly perfectly correct and probably obvious to anyone, so why is this Deposit Plan unsound? The answer to this is because the solutions offered to these problems are no more than vague outlines with no detail as to how or when they might be provided, by whom or at what expense or indeed who would fund any of them.

Without this level of detail, the Deposit Plan is no more than a pipedream; it is certainly not a well thought out or well researched sound plan. Until this missing detail becomes available I fail to see how you will be able to persuade the rest of your Council, the public or the appointed Planning Inspector that your Deposit Plan is an acceptable document.

My particular concerns lie with the development of sites 46, 82 and 102 because of where I reside. During the morning peak period it already takes in excess of 30 minutes to travel along Llantrisant Road A4119 between Waterhall Road and Llandaff High Street because of the congestion caused by the nature of the historic centre of Llandaff. The projected increase in journey time of 41% indicated would lengthen this journey to around 45 minutes in order to travel a distance of perhaps a mile and a half, a result that would be completely unacceptable.

The Transportation background paper indicates that site 46 will be provided with direct access onto the M4 and that there will be a park and ride scheme accessed from both Llantrisant Road and the M4. Cardiff Council is not the highway authority for the M4, but no indication is given whether the Welsh Assembly in its role as highway authority for the M4 might agree to this proposal.

The difficulty which all of the vague ideas for transportation improvements included within the Transportation background paper have in common is that none of them indicate how the anticipated additional traffic will get from the edge of the current developed area into the city centre without causing chaos and congestion. If new routes are to be built and property to be demolished to allow this, then details of these agreed routes must be incorporated within the Deposit Plan for public consultation.

As you will have gathered I consider that the present Plan falls far short of being a well prepared document with which to inform anyone reliably or to enable an acceptable consultation process to be undertaken. I would urge you to reject it until significant further work has been undertaken to resolve in detail how the correctly anticipated transportation problems which will arise from its implementation can be overcome.

I do not believe this current Deposit Plan to represent the quality of governance and consideration that the population of a capital city should reasonably be entitled to expect from its Council.

I have written separately to my two local Councillors and I will also write to the Welsh Assembly to request rejection of this Deposit Plan.

Footbridge to Hailey Park Opens PDF Print E-mail

The conversion of the disused railway bridge to a footbridge is complete, and opened at the end of June 2013. The bridge links the Taff Trail at Hailey Park to the path known as Cart Road 52 near the Radyr Sidings.

The railway bridge was part of the line from the goods sidings to the Radyr to Queen Street line, part of the old Taff Valley Railway. Cart Road 52 originally connected Whitchurch, Radyr and Llandaff via a ford across the Taff.

Bus Lane in Llantrisant Road? PDF Print E-mail

Are you aware that Cardiff City Council is planning to remove both grass verges from Llantrisant Road in the vicinity of the BBC in order to install a bus lane?  Danescourt resident Stewart Burgess has written to the council expressing his alarm at the proposal.  


I am alarmed at the damage to the flow of traffic which will result from the implementation of this proposal.
I cannot see what possible benefit this proposal could make to the passage of buses along Llantrisant Road during the morning peak period and for the remainder of the day it will certainly serve no useful purpose whatsoever. During the morning peak period, two long lines of inbound traffic queue on the approach to the roundabout at the junction of Bridge Road with Llantrisant Road and this static traffic will effectively prevent any bus leaving the end of the proposed bus lane, unless the driver of the vehicle elects to 'force' a way out, which is hardly conducive to road safety. This would of course affect the already slow progress of the other traffic when the bus makes such a manoeuvre.
The proposed bus lane would be approximately 340 metres in length, or about the length of 50 cars, but it does not follow that the bus would be able to pass these almost static cars in the morning peak because of the problem the bus will experience at the exit to the bus lane.   
At this point I should also advise you that I believe the proposal could be illegal. Section 16 (1) of the Traffic Management Act 2004 states It is the duty of a local traffic authority to manage their road network with a view to achieving, so far as may be reasonably practical having regard to their other obligations, policies and objectives, the following objective(s)- (a) securing the expeditious movement of traffic on the authority's road network. Note here please the use by the Act of the word 'duty'. 
Notwithstanding the above, Llantrisant Road is served by two inbound buses travelling within one minute of each other at 20 minute intervals. It necessarily follows that this proposal could only be of benefit to about 6 or perhaps 8 bus journeys each day if it worked. If it did work, which I doubt, this hardly represents a valid cost benefit when compared to the cost of its construction. 
In summary I believe this proposal represents (1) a misuse of public funding and (2) is probably an illegal proposal.
